The Institute of Sovereign Investors - Institutional Identity Statement

Established in 2026, the Institute of Sovereign Investors is an independent global platform focused on how sovereigns and their institutions deploy public capital and manage risk amid structural change. It exists to strengthen the quality of sovereign decision-making where it matters most: at the intersection of capital, policy, and long-term national outcomes.

Public capital is distinct in character. It carries intergenerational obligations, shapes national resilience, and underwrites economic and social outcomes across decades. Yet the frameworks governing its use have not kept pace with the scale, complexity, and strategic demands now placed on sovereign balance sheets.

By invitation only, the Institute brings together current and former public-sector leaders with prominent academics and practitioners. This is deliberate. It ensures that analysis is grounded in experience, and that experience is tested through rigorous, independent thinking. The objective is not to add to commentary, but to inform decisions.

The Institute's purpose is to advance the philosophy and practice of sovereign capital: how countries marshal, allocate, and govern financial and institutional resources to build resilience and generate public value. Its work covers the sovereign balance sheet—managing liabilities while strengthening the creation, deployment, and stewardship of public assets.

This focus reflects a changing world in geopolitical, geoeconomic, and technological transition. Global finance is fragmenting along geopolitical lines. Domestic capital formation is uneven and, in many sovereigns, structurally constrained. Risk has shifted from cyclical to structural, with sovereign balance sheets increasingly exposed to compounding shocks. Long-term development objectives must be pursued under tighter fiscal space and weaker multilateral coordination. Frameworks designed for an earlier order — more integrated markets, clearer institutional hierarchies, lower geopolitical risk premia — are not calibrated to these conditions.

The Institute operates in this environment. It converts experience into decision-relevant frameworks and engagement, focusing on the practical questions sovereigns face: how to manage risk under uncertainty, how to deepen domestic capital, how to design institutions that endure under stress, and how to align public capital with long-term outcomes.

It does so as a curated, peer-level global network — combining access to sovereign decision-makers, engagement with leading researchers, and practitioner-led insight.

Three principles govern its work:

1. Fiduciary discipline, requiring integrity, discretion, and accountability in handling sovereign engagement.

2. Public-value orientation, anchoring analysis in long-term national and intergenerational outcomes; and

3. Intellectual independence, ensuring objectivity and freedom from institutional or commercial bias.

The Institute is constituted as a non-profit organisation under a public-interest mandate. Its Board exercises governance oversight and fiduciary responsibility, with conflict-of-interest, disclosure, and accountability standards set out in the Institute's Governance Charter.
